What To Do If You Borrowed From a Blacklisted App

A revoked lender cannot legally collect. Here's exactly what to do.

1

Stop Paying Immediately

A revoked lending company cannot legally collect. You are not legally obligated to pay a company operating without an SEC license.

2

Report to SEC Philippines

File a complaint at sec.gov.ph or call the SEC hotline. Include screenshots of the app, loan terms, and any harassment messages received.

3

Report Data Violations to NPC

If the app accessed your contacts without permission, file a data privacy complaint at privacy.gov.ph. You may be entitled to damages.

How to Spot a Blacklisted App Before You Borrow

These are the most common warning signs of illegal lending apps in the Philippines.

No SEC registration number displayed
All legal lenders must show their SEC Certificate of Authority number in the app and website.
Asks for full contact list access
Legal apps only need camera (for ID) and storage. Contact access is used for harassment and shaming.
APR not disclosed before signing
BSP Circular 1133 requires full APR disclosure. If you can't find the rate, walk away.
Approval in under 1 minute with no ID
Legitimate lenders do basic verification. Instant no-ID approval is a scam signal.
Threatens to contact your employer or family
This is illegal under the Data Privacy Act and SEC regulations. Report immediately.
No physical address or customer service
All SEC-registered lenders must have a verifiable Philippine business address.

Frequently Asked Questions

Do I still have to pay a blacklisted lending app?
No. A company with a revoked SEC Certificate of Authority cannot legally collect debts. However, consult a lawyer if you're unsure about your specific situation.
How often is this list updated?
We update this list monthly based on official SEC Philippines public advisories. The SEC itself issues new advisories regularly — always cross-check at sec.gov.ph.
What's the difference between Revoked and Suspended?
Revoked means the SEC permanently cancelled the company's license. Suspended means operations are temporarily halted pending investigation. Both statuses mean you should not borrow from them.
Can I get my money back from a blacklisted app?
If you overpaid due to illegal fees or harassment, you can file a complaint with the SEC and potentially recover funds. The NPC can also award damages for data privacy violations.
Is GCash, Maya, or Tonik on the blacklist?
No. GCash (Fuse Lending), Maya, and Tonik are all SEC-registered and BSP-supervised. They are among the safest digital lenders in the Philippines.
