Can you borrow as a foreigner? Which apps accept expats? What is the SEC? Everything you need to know — in plain English.
Yes — foreigners CAN get loans in the Philippines
With a valid long-term visa (9G, 13A, or SRRV) and ACR I-Card, you can access personal loans from BDO, BPI, Tonik, CIMB, and digital apps. Tourist visa holders can use Maya/GCash GLoan up to ₱125,000.
Your visa type is the single biggest factor determining your loan options in the Philippines
All apps, bank loans, Pag-IBIG & SSS eligible
Treated near-equally to Filipino citizens
Most apps, bank loans with some restrictions
All options, business loans available
E-wallet apps only (Maya/GCash up to ₱125K)
Investor tip: The SIRV (Special Investor's Resident Visa) offers the best banking access and is ideal for real estate investment in the Philippines. Minimum investment: USD 75,000.
Philippine lenders do not charge a foreigner premium — rates are the same as for Filipinos
The SEC (Securities and Exchange Commission) is the Philippine financial regulator. All legal lenders must be registered.
Not registered with SEC — operating illegally. Report immediately at sec.gov.ph.
Registered but has active complaints or ongoing SEC investigation.
Fully registered, no active complaints. Verify at sec.gov.ph before applying.
Visit sec.gov.ph → search by company name (not app name). All legal lenders must be listed.
Effective Annual Interest Rate must be clearly disclosed. Anything above 100% APR is a major red flag.
Google Play and App Store reviews reveal hidden fees, collection harassment, and data privacy issues.
Since 2023, it's illegal for loan apps to access your contacts. Always deny this permission.

Prepare all four categories before applying to any Philippine bank or app
As a foreigner without Philippine credit history, you start at zero. But with the right strategy, you can access bank loans within 12 months.
Apply at the Bureau of Immigration within 60 days of arrival. This is the single most important document for foreigner banking access in the Philippines.
BPI, CIMB, and Tonik allow foreigners to open accounts with a passport. A 6-month banking relationship dramatically improves loan approval chances.
Get a Tax Identification Number from BIR (Bureau of Internal Revenue) via Form 1904. Required for bank loans and proper income declaration.
Several banks offer deposit-backed credit cards to foreigners. This builds Philippine credit history before applying for personal loans.
